District Council Lodhran E-Tender for Tuff Tile Street Construction in Dunyapur

District Council Lodhran invites sealed bids through E-Procurement at https://ep.punjab.gov.pk/ from contractors registered or renewed with the Pakistan Engineering Council for the current financial year 2026–27. Procurement will follow the Single Stage Single Envelope procedure under the Punjab Procurement Rules, 2014. The required bid security must accompany the bid through E-Procurement. The scheme estimate is based on MRS rates for the second biannual period of 2026 for Lodhran District.

Tender documents may be obtained from the PPRA website through E-Procurement from the publication date until 25 November 2026. Documents can be downloaded without a fee under Section 25(7) of the PPRA Rules, 2014, amended on 20 September 2024.

Technical and financial bids must be submitted separately through E-Procurement by 25 November 2026 at 12:00 PM. Bids will be opened electronically on the same date at 12:30 PM in the office of District Council Lodhran by the tender opening committee, in the presence of participating contractors or their authorized representatives.

All participating contractors must quote percentage-based rates above or below the estimate, in both figures and words. If the lowest quoted rates are below the estimated cost, the lowest bidder must deposit additional performance security from a scheduled bank equal to the lowest percentage of the estimated cost, including the CDR deposited at the time of tendering, within 15 days of issuance of the notice. Failure to deposit the required amount will result in forfeiture of the bidder's 5% CDR deposit by District Council Lodhran and initiation of re-tendering.

Under PPRA Rule 35, the procuring agency may reject all bids or proposals at any time before acceptance. On request, it will communicate the grounds for rejection to a bidder but is not required to justify those grounds.

Contractors receiving work orders must conduct the required quality-control tests at their own expense. Successful bidders must comply with the office's directions. The concerned DDO will issue sub-work orders as needed, and contractors must begin work immediately according to the instructions. Contractors must also submit GPS-tagged photographs of work progress daily.

The PPRA E-Procurement website is https://eproc.punjab.gov.pk/. The response period will be calculated exclusively from the publication date of the advertisement on the PPRA website.
