Bidders must upload their technical and financial documents in PDF format through the e-Procurement System in accordance with Regulation 6(4) of the PPRA Regulations, 2024. The Single Stage Two Envelope procedure will follow Rule 38(2)(a) of the Punjab PPRA Rules, 2014.

Bid Security and Validity

A digital bid security or e-bid security equal to 5% of the estimated cost is required in the form of an electronic instrument or CDR issued by a scheduled bank in Pakistan in favour of the Deputy Director (Engineering), WASA Lodhran. The original instrument or digital confirmation must be submitted or uploaded through the designated portal at least 30 minutes before the tender submission deadline.

Bids must remain valid for 120 calendar days from the submission deadline.

Evaluation and Procurement Conditions

Only technically responsive bids will proceed to financial opening. Financial bids of technically non-responsive bidders will remain unopened in the e-Procurement System.

If the lowest evaluated price is more than 5% below the estimated cost in the Detailed Notice Inviting Tenders, the bidder must deposit the differential amount as an additional performance guarantee or quality assurance security. This must be a bank guarantee from a scheduled bank in Pakistan in favour of the Deputy Director (Engineering), WASA Lodhran, before award of the contract.

Percentage-rate bids are prohibited under PPRA Circular dated 11 October 2024 and Notification No. L&M(PPRA)/10-1/2011 dated 11 October 2024. Bidders must quote specific monetary rates against each item or entry in the approved cost-based bill. A bid quoted as a percentage above or below the rates will be declared non-responsive and excluded from financial evaluation.

Submission of false, fraudulent or forged documents or information will result in immediate rejection or disqualification. Blacklisting and debarment proceedings against the defaulting firm or contractor will be initiated under Rule 19 of the Punjab PPRA Rules, 2014, alongside reference to PEC and the relevant legal authorities.

The procuring agency reserves the right to reject all bids or proposals at any time before acceptance of a bid or proposal under Rule 35 of the Punjab PPRA Rules, 2014.

Contractors, suppliers and firms are liable for all applicable taxes, duties, levies and withholdings prescribed by the Government of Pakistan and the Government of Punjab from time to time.

If the submission or opening date falls on an official public holiday, the next working day will be treated as the closing or opening day at the same scheduled time and venue.

All amendments, rectifications and instructions issued by PPRA Punjab and the Finance Department from time to time form an integral part of the bidding documents and contractual agreement. The PPRA tender website is https://eproc.punjab.gov.pk/ViewTender.aspx, and response time will be calculated exclusively from the date of publication on the PPRA website.
