Pakistan Railways EPADS Tender for Rails, Track Components and Timber Supplies, Lahore

Pakistan Railways, Headquarters Office, Lahore, invites electronic bids through EPADS for railway materials and track supplies. The Chief Controller of Purchase invites original manufacturers and authorized distributors, suppliers and contractors registered with the Income Tax and Sales Tax Departments, appearing on the Federal Board of Revenue Active Taxpayers List, and having registered offices.

The procurement will follow the single-stage, one-envelope procedure. Competitive bidding will use the Least Cost Based Selection (LCBS) technique. Bid security for every tender must be furnished according to its tender documents.

Bidding documents containing detailed terms, conditions, specifications and requirements are available on the e-Pak Acquisition and Disposal System at epads.gov.pk/opportunities/federal/procurements. Interested bidders must register on EPADS V2.0 to participate. Vendors requiring registration may use vendors.epads.gov.pk. FOB and DAP/FOB tenders will be uploaded on EPADS V1.0.

Prepare electronic bids according to the e-bidding documents and submit them through EPADS V2.0 by the applicable closing date and time. Bids will be opened through EPADS V2.0 on the same day. Manual bids will not be entertained.

Each bid must include the security amount prescribed in the bidding documents, in the form of a pay order, call deposit or bank guarantee, or a bid-securing declaration in the prescribed format. Procurement will be conducted in line with the Public Procurement Rules, 2004, applicable regulations, regulatory guides, procurement guidelines and instructions issued by the authority.

A Grievance Redressal Committee has been notified under Rule 48 of the Public Procurement Rules, 2004. Its notification is available on the procuring agency's website and on www.ppra.org.pk.
