FESCO E-PADS Tenders for 132 kV Grid Station Materials in Faisalabad

Faisalabad Electric Supply Company Limited (FESCO) invites electronic bids for the supply of materials under FESCO local funds, without involving foreign exchange. Procurement will follow the Single Stage–One Envelope bidding procedure. Eligible firms and suppliers must be registered with the Income Tax and Sales Tax Departments and appear on the Federal Board of Revenue's Active Taxpayers List. Rates must be quoted in local currency, inclusive of all taxes and duties.

Bid submission and opening: Electronic bids must be submitted through E-PADS by 20 November 2026 at 11:00 a.m. Bids will open at 11:30 a.m. on the same day at the office of the Project Director (GSC), FESCO, 132 kV Grid Station Agriculture University, near Qaim Saeen Darbar Road, Faisalabad. Bidders or their authorized representatives may attend the opening.

Notification of the Grievance Redressal Committee constituted under Rule 48 of the PPRA Rules 2004 is available on E-PADS and the FESCO website.

Eligibility and supporting documents:

• Provide the identity card of the supplier, managing partner or director of the firm.
• Demonstrate successful completion, as the main contractor, of at least two contracts of a similar nature during the last ten years, awarded by WAPDA, NTDC or DISCOs. Successful completion certificates are required. The cumulative value of these completed contracts must exceed 40% of the quoted cost.
• Be included in the Active Taxpayers List and provide income tax returns for the last three years.
• Firms, manufacturers and suppliers must submit valid Sales Tax Registration issued by the Punjab Revenue Authority, wherever applicable.
• Firms, manufacturers and suppliers must submit valid General Sales Tax registration issued by the Federal Board of Revenue.
• Demonstrate average annual turnover equal to half the quoted amount against such work during the last three years, supported by audited financial statements.
• Demonstrate cash or cash equivalents equal to 10% of the contract value and current contract commitments, supported by bank statements for the last year.

Bid security and validity: Each bid must include bid security equal to 5% of the estimated amount, issued by a scheduled bank of Pakistan in favour of the Project Director GSC FESCO Faisalabad. The security must be uploaded on E-PADS. The original bid security instrument must also reach the Project Director GSC FESCO Faisalabad office before the online submission deadline, in an envelope clearly marked with the tender number. A bid will not be opened if its original security is not submitted before the deadline. Bids must remain valid for 150 days, and bid security must remain valid for 28 days beyond the bid validity period.

If the opening date falls on a government-announced or unannounced holiday, tenders will open on the next working day at the same time and venue. FESCO reserves its rights regarding rejection of tenders without providing justification under Clause 33(1) of the PPRA Rules 2004, amended up to 2022.
