Punjab Highway Department Rawalpindi Tender for Special Repairs of Machinery

The Punjab Highway Department invites engineering firms and contractors to submit item-rate tenders through the PPRA e-tendering system for special repairs of loaders, snow-blowing machines, a dumper, a pickup and a trailer. The procuring office is the Executive Engineer, Highway Mechanical Division, Rawalpindi.

Participating firms must be registered with the Pakistan Engineering Council and hold a valid PEC number in the relevant category and code, ME07 (General Mechanical Works Only). Contractors must also register on the Punjab PPRA website at www.punjab.eprocure.gov.pk. Registration guidance is available at ppra.punjab.gov.pk/e-procurement.

Technical sanction is referenced through the Executive Engineer, Highway Mechanical Division, Rawalpindi, Letter No. 940/DB, dated 20 September 2026. All tenders are scheduled for opening on 24 November 2026 at 12:15 PM.

Under the PPRA Rules 2014, bidders must submit bid security equal to 5% of the estimated cost through digital online payment via the Punjab e-Procurement System, linked with BOP, in favour of the Executive Engineer, Highway Mechanical Division, Rawalpindi. Physical bid securities, including CDRs, pay orders, drafts and cashier cheques, will not be accepted.

After submitting bids online, contractors may attend the Commissioner's office on 24 November 2026 at 12:15 PM. Bids will be retrieved, and the successful bidder's quoted rate will be announced in the presence of the Tender Opening Committee.

Submission of false information or documents, including a CDR or receipt, will result in disqualification from the current tendering procedure and blacklisting from participation in C&W Department tenders. Recommendations may also be sent to PPRA and PEC for appropriate action or blacklisting.

The procuring agency may reject all bids or proposals before acceptance under PPRA Rule 35. Recovery against the credit of old material will be adjusted manually, and bids will be evaluated accordingly.
