The Government of Pakistan’s National Tariff Commission (NTC) has issued its final determination and imposed definitive anti-dumping duties on imports of Polyvinyl Chloride Resin—Suspension Grade originating in and/or exported from the Republic of Indonesia and the United States of America. The notice bears reference A.D.C. No. 71/2026/NTC/PVC and is dated November 8, 2026.
The Commission initiated the investigation on April 17, 2026, under Sections 23 and 24 of the Anti-Dumping Duties Act, 2015, and Rule 5 of the Anti-Dumping Duties Rules, 2022, following an application by Engro Polymer & Chemical Limited, Karachi, a producer of PVC Resin—Suspension Grade. A preliminary determination was made under Section 37 of the Act on July 23, 2026, imposing provisional anti-dumping duties ranging from 17.70% to 37.30% ad valorem for four months.
Product covered: Polyvinyl Chloride Resin—Suspension Grade, classified under Pakistan Customs Tariff heading 3904.1090. The product is used to manufacture pipes and fittings, garden hoses, shoes, cables, films and sheets, and compounding and packaging products.
| Investigation Component | Period |
|---|---|
| Determination of dumping | January 1, 2025–December 31, 2025 |
| Determination of injury | January 1, 2023–December 31, 2025 |
Dumping determination: Westlake Vinyls Company LP and Westlake Vinyls Inc., exporters/producers from the United States, submitted information enabling calculation of individual dumping margins. Residual dumping margins for non-cooperating United States exporters/producers were determined at the highest dumping margin calculated for a United States exporter/producer. Exporters/producers from Indonesia did not submit the required data; their dumping margin was determined using the best available information under Section 32 of the Act.
Material injury determination: Under Part VI of the Act, the Commission found that the domestic industry suffered material injury through increased volumes of dumped imports, price undercutting, price depression, price suppression, and declines in market share, profits and return on investment, together with the magnitude of dumping. The Commission determined a causal relationship between dumped imports and injury to the domestic PVC resin industry. Factors other than dumped imports were also examined under Section 18 of the Act and were found not to have caused injury to the domestic industry.
Definitive anti-dumping duties: The Commission imposed duties under Section 50(1) of the Act. In considering Section 50(2), it determined that a lesser duty would be applied where the injury margin was lower than the dumping margin. The following ad valorem duties apply for five years, effective July 23, 2026:
| Exporting Country | Exporter/Producer | Definitive Anti-Dumping Duty |
|---|---|---|
| United States of America | Westlake Vinyls Company LP | 37.30% |
| United States of America | Westlake Vinyls Inc. | 22.28% |
| United States of America | All exporters/producers | 37.30% |
| Indonesia | All exporters/producers | 17.70% |
Under Section 51(1)(ea) of the Act, definitive anti-dumping duties shall not be levied on imports of the investigated product used as inputs in products destined solely for export, or for use in foreign grant-in-aid projects covered by a scheme exempting customs duties for exports or foreign grant-in-aid projects under the Customs Act, 1969.
The duties are additional to other taxes and duties payable on imports under other laws. They will be collected in the same manner as customs duties under the Customs Act, 1969, and deposited into the Commission’s Non-Lapsable PLA Account No. 187, maintained under Head G-11217, PLA with Federal Treasury Office, Islamabad.
Further information: A non-confidential version of the detailed final determination report has been issued under Rule 16 of the Rules and placed in the public file maintained by the Commission. It is also available at www.ntc.gov.pk.
The notice is published under Section 39 of the Act by order of the Commission and is signed by Muhammad Arshad, Secretary, NTC. Publication reference: PID (I) No. 4243/26.
