The National Tariff Commission, Government of Pakistan, has issued its preliminary determination in anti-dumping investigation A.D.C. No. 77/2026/NTC Crockery concerning dumped imports of crockery originating in and/or exported from the People's Republic of China. The notice is dated November 8, 2026.

The investigation was initiated on July 29, 2026, under Section 23 of the Anti-Dumping Duties Act, 2015, following an application by M/s Green Crockery & Housewares (Private) Limited, Faisalabad. The Commission established that the application complied with Sections 20 and 24 of the Act. The investigation examines whether crockery imports from China were dumped during the period of investigation and whether they caused material injury to Pakistan's domestic crockery industry, under the Act and the Anti-Dumping Duties Rules, 2022.

Preliminary dumping determination: The Commission received no responses to its Exporter's Questionnaire from exporters or producers of the investigated product in China. It therefore determined dumping using the best information available under Section 32 of the Act.

Material injury determination: Under Part VI of the Act, the Commission preliminarily established that the domestic industry suffered material injury through price undercutting, price depression, declining capacity utilization, profits and profitability, return on investment, and ability to raise capital.

Imposition of provisional duty: The Commission preliminarily determined that crockery exported from China to Pakistan at dumped prices caused material injury to the domestic industry. Acting under Section 43 of the Act, it imposed provisional anti-dumping duty to prevent injury during the investigation. Under Section 43(1), the Commission applied a lesser duty equal to the injury margin, finding that this would adequately remove the material injury suffered during the period of investigation.

Written requests should be sent to the Secretary, National Tariff Commission, State Life Building No. 5, Blue Area, Islamabad. Telephone: +92-51-9202839. Fax: +92-51-9221205.
