M.E.S. Tender: Provision of Facilities at PAF Base Chaklala

Issuer: Military Engineer Services (Office of DW & CE (PAF), Chaklala). Notice dated 18 Sep, 2025. Sealed tenders are invited under PPRA rules for provision of facilities at PAF Base Chaklala.

Scope (works and estimated costs):

Eligibility and pre-qualification requirements:

• Firms with experience in Construction, Electrical, Mechanical and Plumbing works/services and registered with PEC in the relevant field are eligible to apply.
• Enlisted with PEC in Category C-2 & above in the relevant field with validity at least up to Jun, 2026. Preferably enlisted with MES in Category A.
• In case of non-enlisted firms, 2% bid security will be required (refundable).
• Firms must provide certification that they are not involved in any litigation with a Government Department in any Court of Law and that no special report of the Directorate of Inspection and Evaluation (E-in-C's Branch GHQ) is outstanding against them.

Documents to be furnished with application:

• Details of completed projects including work orders, locations and pictures, with satisfactory completion certificates from users.
• List of personnel, bank statement, NTN certificate and income tax returns.

Submission and opening:

• Tender documents will be issued to pre-qualified firms/contractors.
• Tenders are required to be received at HQ DW & CE (PAF), Chaklala at 1130 hours on 07 Oct, 2028 and will be opened the same day at 1200 hours.

Other conditions:

• Incomplete applications will not be entertained.
• The Accepting Officer reserves the right to accept or reject the tender; rejected tenders will be dealt with as per Para 23(1) of PPRA Rules.
