Issuer: Office of DW&CE (PAF) Chaklala, Military Engineer Services. Tender Notice No. DW&CE/6000-Advt-Ckl/23/E-6. Sealed tenders are invited in accordance with PPRA Rule 13(1) of 2004 for provision of facilities at PAF bases.

Eligibility and mandatory submissions: Firms with experience in construction, electrical, mechanical and plumbing works/services and registered with PEC in the relevant field may apply. Firms must furnish details of completed projects (work orders, locations, pictures) and satisfactory completion certificates from users; list of personnel; bank statement; NTN certificate; and income tax returns for the last three years. Contractors must provide a certificate that they are not involved in litigation with any government department and that no special report of the Directorate of Inspection and Evaluation (E-in-C's Branch GHQ) is outstanding against them.
Specific pre-qualification criteria: Enlisted with PEC in Category C-2 or above in the relevant field with validity at least up to Jun, 2027. Preferably enlisted with MES in Category A. Non-enlisted firms must provide 2% bid security (refundable). No special report of DI&E and no outstanding DI&E recoveries.
Procedure and deadlines: Tender documents will be issued to pre-qualified firms. Sealed tenders must be received at HQ DW & CE (PAF) Chaklala by 11:30 hours on 16 Oct, 2026; bids will be opened the same day at 12:00 hours. Bidding documents will be provided on request (cost limited to printing/provision of documents as applicable).
