Directorate General Culture Sindh Tender for Book Publication Services 2026–27

The Directorate General Culture Sindh, Culture, Tourism, Antiquities & Archives Department, Government of Sindh, invites electronic bids from eligible publishers for book publication services for financial year 2026–27. Procurement will follow the Single Stage One Envelope procedure under Rule 46(I) of the SPPRA Rules 2010, as amended. Tender reference: DG/CTA&AD/PUB/2026-27/985.

Publishers must be active on the applicable FBR/SRB taxpayers list and have at least five years of relevant experience supported by documentary evidence. A catalogue of publications is mandatory. Required eligibility documents include a company profile, audited financial statements for 2023–24, 2024–25 and 2025–26, bank statements demonstrating annual turnover of PKR 10 million for each of the last three years, and a turnover certificate duly stamped by the concerned bank. Applicants must also provide the latest Active Taxpayer List evidence for Income Tax and SST, monthly tax returns for the last three years, and an affidavit confirming that the firm is not blacklisted, has not abandoned work, is not de-listed and is not involved in litigation.

Bidding documents can be downloaded from the submission portal. Bidders must register on EPADS and submit bids electronically; manual bids will not be accepted. Quoted rates must include Income Tax, SST/GST and any other applicable charges. All mandatory documents must be uploaded on EPADS, while non-mandatory supporting documents must be submitted physically at bid opening.

The original tender fee instrument and bid security, made in the name of Director General Culture, must reach the procuring agency by the bid submission deadline. If a public holiday or unfavorable circumstances affect the scheduled proceedings, submission and opening will take place on the next working day at the same times and venue.
