District & Sessions Judge Sahiwal E-Bids for Stationery and Supplies Framework Contract 2026–2027

The Office of the District & Sessions Judge, Sahiwal invites lot-wise electronic bids from eligible, well-reputed and financially sound firms for the procurement of goods and services under a framework contract for financial year 2026–2027. Firms must have previous experience in the relevant field and be registered with the Income Tax, Sales Tax, Professional Tax and Punjab Sales Tax departments, where applicable. Procurement will follow an open competitive bidding process under the Punjab Procurement Regulatory Authority (PPRA) Rules 2014, as amended.

All procurement will be conducted electronically through the Punjab Procurement System. Bidding documents containing the terms, conditions, requirements and specifications can be downloaded free of charge before the closing date and time from https://ep.punjab.gov.pk, the District Courts Sahiwal website at http://sahiwal.dc.lhc.gov.pk, and the PPRA Punjab website at http://ppra.punjab.gov.pk.

Registered firms must submit bids electronically using the Single Stage One Envelope procedure under Rule 38(1) of the PPRA Rules 2014, as amended.

Bidding firms and companies must furnish refundable bid security equal to 5% of the estimated cost through a Payment Slip ID (PSID), payable at the Bank of Punjab. CDRs, bank drafts, banker’s cheques and other financial instruments will not be accepted. Bid security will be released to unsuccessful bidders after completion of the tender process.

Income tax and one-fifth of sales tax will be deducted at source under government rules. All applicable government taxes will apply. Transportation and carriage charges for delivery of the items will not be paid.

The procurement process, including acceptance or rejection of bids, will be governed by the PPRA Rules 2014, as amended. The successful bidder must submit a performance guarantee equal to 10% of the contract value through a PSID payable at the Bank of Punjab. CDRs, bank drafts, banker’s cheques and other financial instruments will not be accepted for this guarantee. The successful bidder must also pay 0.25% stamp duty as required by law. Quoted prices must remain fixed throughout the framework contract period.

If the scheduled date falls on a public holiday, the next working day will be considered. The authority reserves the right to reject all bids or proposals in accordance with prevailing rules and regulations. Applications submitted by courier, post or email will not be accepted.

Participating contractors and firms must submit an undertaking on stamp paper confirming that they have not been blacklisted by the procuring agency or PPRA. Submission of false information or documents will result in disqualification and blacklisting, with a further recommendation to PPRA against the firm or contractor.
