The Board of Intermediate and Secondary Education (BISE), Bahawalpur invites bids from well-reputed, experienced and tax-registered firms, companies or contractors registered on the Punjab E-Procurement System (eP) for the design, supply, installation, testing and commissioning of a 300 kW solar photovoltaic system with net metering on a turnkey basis. Procurement will follow the single-stage, two-envelope procedure.

A pre-bid meeting will be held on 13 November 2026 at 11:00 AM sharp in the Conference Room, BISE Bahawalpur. Written queries concerning the tender documents must reach the Secretary at the address below two days before the pre-bid meeting.
Bidding documents, including evaluation criteria and terms and conditions, can be obtained from the Punjab E-Tendering Portal at https://ep.punjab.gov.pk, the Punjab PPRA website at www.ppra.punjab.gov.pk, and the BISE Bahawalpur website at bisebwp.edu.pk. A complete set of tender documents in English may be downloaded from the Punjab E-Tendering Portal and the BISE Bahawalpur website immediately after publication of the invitation.
Only bids submitted through the Punjab E-Procurement System (eP) will be accepted. Submissions through any other means and late bids will be rejected. Bid security of 5% of the estimated cost, amounting to PKR 1,750,000, must be submitted or transferred online according to the procedure established in the Punjab E-Procurement System.
The bidding process will be governed by the Punjab Procurement Rules 2014 through the national competitive bidding procedure. Each bid must be submitted by a single legal entity; joint venture submissions will not be accepted. If the submission date falls on an official holiday, the next day will be treated as the closing date, with the closing and opening times remaining unchanged.
