Complete, authenticated electronic bids must be uploaded in PDF format and submitted online through https://ep.punjab.gov.pk. Technical and financial bids will be received through this portal using the single-stage, two-envelope procedure. Submission of the encrypted electronic file will constitute submission in an envelope under the rules.

Bid security must be in the name of the Program Director, Program Management Unit, Punjab Development Program (PDP), in the form of a CDR, bank guarantee, demand draft or pay order from a scheduled bank in Pakistan, or from a foreign bank duly counter-guaranteed by a scheduled bank in Pakistan, in favour of the procuring agency. The 5% bid security must be submitted electronically through the Punjab e-Procurement System as prescribed by the system. Physical financial instruments, including CDRs, pay orders and bank guarantees, will not be accepted outside the e-Procurement Punjab System.

Bidders must quote rates against every staff category and complete the financial bid form. Incomplete bids, including bids with blank entries, will be declared non-responsive and excluded from the competition for determination of the lowest evaluated bidder. Only technically responsive bidders will qualify for opening of their financial bids, which will be opened through the e-Procurement Punjab Portal after completion of technical evaluation. The tender will be awarded to the lowest bidder after correction of arithmetic errors in the financial proposals.

If a proposal-invoking record submitted through the portal is found to be corrupt, unreadable or affected by a computer virus, the electronic bid or proposal will be rejected. Conditional tenders will not be accepted. Tendered rates and amounts must be entered in both figures and words. Bids will remain valid for 120 days.

The procuring authority may reject all bids or proposals at any time before acceptance of a bid or proposal under Rule 35 of the Punjab Procurement Rules, 2014. If the submission deadline falls on a holiday, the next working day will be the submission deadline.

Bidders should upload their bids well before the deadline rather than waiting until the closing date and time, to avoid disruption. Electronic submission is entirely the bidder's responsibility, and the Program Management Unit, Punjab Development Program, will not be responsible for issues arising during submission. For assistance with the e-Procurement Portal, including system support by email and phone, contact the mobile helpline at 1248 or the landline at 042-1248.
