CDA Islamabad Tender for Car Parking Construction at G-11/4 Citizen Facilitation Center

The Capital Development Authority (CDA) invites electronic bids under the single-stage, single-envelope procedure for construction of car parking at the Citizen Facilitation Center in Sector G-11/4, Islamabad. Eligible firms must be well reputed and registered with the Pakistan Engineering Council in Category C-5 or above, with valid registration and relevant codes in accordance with the bidding data. Bidders must demonstrate the eligibility and qualifications required by the bidding documents.

Bidding documents: Electronic bidding documents containing detailed requirements, terms and conditions are available to registered bidders through EPADS at http://epads.gov.pk and www.ppra.org.pk.

Bid security: Bids must be accompanied by a pay order or CDR in favour of the Deputy Director Market & Road Maintenance South, CDA. Bidders must upload a PDF copy of the bid security on E-PADS and deliver the original to the office of the Deputy Director Market & Road Maintenance South, CDA, three days before bid submission. Bids without the required original bid security submitted within this period are liable to rejection.

Submission deadline: Submit bids online through E-PADS at http://epads.gov.pk, following the bidding document instructions, on or before November 30, 2026, at 11:30 AM. Manual bids will not be entertained.

Performance security: Where the total bid amount is less than 10% below the NIT amount, the bidder must submit a call deposit as performance security equal to the difference between the NIT amount and the total quoted amount, less 10% of the NIT amount. This call deposit must be presented at bid opening; bids without the required performance security will be rejected.

Bid opening: Electronic bids will be opened publicly through EPADS on November 30, 2026, at 12:00 noon, in the presence of the procurement committee and bidders’ authorized representatives who choose to attend. The opening session will take place at the office of the Director Market & Road Maintenance, CDA, Room No. 39, Block E, Old Naval Headquarters, G-6 Markaz, Islamabad.

The notification of the Grievance Redressal Committee constituted under Rule 48 of the Public Procurement Rules, 2004, is available through EPADS at http://epads.gov.pk. Project-related information may be obtained from the office of the Deputy Director, Market & Road Maintenance South, CDA.
