PSEB Tender for Semiconductor Upskilling Training Services – NSHRDP Phase I

The Pakistan Software Export Board (PSEB), Ministry of IT and Telecom, invites eligible bidders registered on EPADS v2.0 to provide non-consultancy services for the Upskilling Training Program (USTP) under the National Semiconductor Human Resource Development Program (NSHRDP), Phase I. The procurement carries reference A (01)/PSEB/2026-33 and project reference P174105. PSEB has reserved funds for this procurement for FY 2026–27 and intends to use part of these funds for eligible payments under the contract.

The procurement will follow the Single Stage–Two Envelope Procedure under Open Competitive Bidding, adopting the Quality and Cost Based Selection (QCBS) technique in accordance with the Public Procurement Rules, 2026, and applicable regulations and instructions issued by the Authority.

All bids must include the bid security required in the bidding document. Accepted forms are a pay order, bank guarantee, demand draft, or bid securing declaration on the prescribed format.

E-bidding documents containing detailed terms and conditions, specifications, and requirements are available through the e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/174105.

Bids must be prepared according to the e-bidding documents and submitted through EPADS v2.0 by Monday, November 23, 2026, at 3:00 PM. Bids will be opened on the same day at 3:30 PM.
