Municipal Corporation Gujranwala Tender for Adbi Baithak and Cultural House 2026

Municipal Corporation Gujranwala invites electronic bids for the following development scheme for the financial year 2026–27. Tender reference: 724/Co MCG, dated 31 October 2026.

Eligibility: Contractors and firms must be registered with the registration system available on the e-Procurement System, FBR, PRA with NTN and PNTN, PPRA, and the Pakistan Engineering Council in the relevant category.

Submission procedure: Complete and authenticate the electronic bid by uploading a PDF file through the e-Procurement System at https://ep.punjab.gov.pk/. All bids must be accompanied by the required 5% bid security. Bid security must be submitted electronically through the system in accordance with PPRA instructions; physical bid-security instruments will not be accepted.

Contractors, firms, or their representatives may attend the office of the Chief Officer, Municipal Corporation Gujranwala, on 23 November 2026. Bids will be downloaded from the e-Procurement System after the scheduled time in the presence of the Tender Opening Committee.

Bidding conditions: The Single Stage Single Envelope procedure under PPRA Rules 2014 will apply. Submission of an encrypted electronic file will be deemed submission in an envelope under the rules. An electronic bid or proposal, including its submitted records, will be rejected if it is corrupt, cannot be opened and reviewed, or contains a virus. Conditional tenders will not be accepted. Item rates and amounts must be entered both in figures and in words. Bids will remain valid for 120 days.

The procuring agency may reject all bids or proposals at any time before acceptance under Section 35 of PPRA Rules 2014. If the bid submission deadline falls on an official holiday, the deadline will move to the next working day.

Performance security: Under Clause 56 of PPRA Rules 2014, the lowest evaluated bidder must submit a performance security or guarantee equal to 10% of the contract amount within 15 days of receiving the offer letter. It must be in favour of the Chief Officer, Municipal Corporation Gujranwala, and must be submitted only as a CDR or bank guarantee. Other forms of performance guarantee will not be accepted.

Bidders should upload their bids well before the deadline rather than waiting until the final date and time. Submission through the e-Procurement System is entirely the bidder's responsibility, and Municipal Corporation Gujranwala will not be responsible for submission-related issues.
