Jinnah Sindh Medical University, Karachi, has issued a final show cause notice to Dr. Aftab Ahmed, Assistant Professor of Pediatric Medicine (BPS-19), NICH, Jinnah Sindh Medical University Karachi, concerning allegations of misconduct, continued unauthorized absence from official duty and disobedience of instructions to resume duties.
The earlier show cause notice, reference PF 2-48/HR-VC: 4072, dated 9 September 2026, was served at his postal and email addresses and published in Daily Dawn and Daily Jang on 7 October 2026. He was directed to reply within seven days of receipt or publication, but the university has received no reply.
The university alleges that Dr. Ahmed has remained absent without authorization since 20 June 2026 and has willfully disobeyed the authority's instructions to resume official duties. It considers this conduct prejudicial to good order and service discipline, unbecoming of an officer, and misconduct under the Sindh Civil Servants (Efficiency & Discipline) Rules, 1973, adopted under Chapter VI of the Employees (Conditions of Service) Statutes, 2016.
Exercising powers under Statute 74 of the Employees (Conditions of Service) Statutes, 2016, read with Rule 4-A(1) and 5(3) of the Sindh Civil Servants (Efficiency & Discipline) Rules, 1973, Prof. Dr. Amjad Siraj Memon, Vice Chancellor and Authorized Officer, has determined that sufficient grounds exist for disciplinary action and that a regular inquiry through an Inquiry Officer or Inquiry Committee is unnecessary.
Dr. Ahmed is finally called upon to explain why a major penalty should not be recommended to the authority under the Efficiency & Discipline Rules, 1973, as adopted under Statutes 73 and 74 of Chapter VI of the Employees (Conditions of Service) Statutes, 2016. His reply must be received within seven days of publication of this notice. If he fails to reply, it will be presumed that he has nothing to offer in his defence, and a decision will be taken accordingly. He must also state whether he wishes to be heard in person.
