PESCO E-Bid Tender MM-46 for 120,000 Single-Phase AMI Smart Energy Meters

Peshawar Electric Supply Company (PESCO) invites electronic bids from eligible bidders for the procurement of 120,000 single-phase AMI smart energy meters. PESCO has reserved funds for this procurement for financial year 2026–27 and intends to apply part of these funds to eligible payments under the contract.

The procurement will follow the Single Stage-One Envelope procedure using the Least Cost Based Selection (LCBS) technique, in accordance with the Public Procurement Rules, 2026, and regulations, regulatory guides, procurement guidelines or instructions issued by the authority from time to time.

All bids must include bid security for the amount prescribed in the Bid Security section of the bidding document. The security must be furnished as a Call at Deposit or a bank guarantee issued by any scheduled bank of Pakistan in favour of CEO PESCO, Peshawar. The original bid security, together with a covering letter, must reach Room No. 311, MM Directorate, PESCO Headquarters, Shami Road, Peshawar, in a sealed envelope on or before the bid closing time. Failure to submit it by the deadline will result in the bid being treated as non-responsive and rejected.

Bidding documents containing detailed terms and conditions, specifications, quantities and requirements are available through the e-Pak Acquisition and Disposal System (E-PADS v2.0) at https://epads.gov.pk/opportunities/federal/procurements/181287. Bidders must register on E-PADS v2.0 to participate.

Bids must be prepared according to the e-bidding documents and submitted through E-PADS v2.0 by Monday, November 16, 2026, at 10:00 AM. Electronic bids will be opened through E-PADS v2.0 on the same day at 10:30 AM. Manual bid submissions will not be accepted.
