Blacklisting means barring a bidder, contractor, consultant or supplier from future procurement proceedings by the Pakistan Engineering Council, PPRA, a government, semi-government or autonomous body. Conflicts involving personal, financial or professional interests must be managed through disclosure, transparency and ethical policies. Pending litigation must not exceed 70% of the bidder’s net worth and will be treated as resolved against the bidder. Non-performing contracts include disputes, financial issues or failure to meet contractual obligations; mechanisms such as force majeure and dispute resolution help mitigate these risks.

Registration with the Electronic Public Procurement System of BPPRA, Government of Balochistan, is mandatory for all bidders in government procurements, whether electronic or manual.
