MCQ Quetta Prequalification of Consulting Engineering Firms for Structural Design Vetting

Metropolitan Corporation Quetta (MCQ) invites sealed applications from consulting engineering firms holding a valid Pakistan Engineering Council (PEC) Consulting Engineer licence for prequalification to its Panel of Proof Engineering Firms. Individual engineers are not eligible to apply.

Prequalified firms will independently vet the structural design of building plans referred by MCQ under Rule 5(12) of the Balochistan Building Control and Town Planning Rules, 2022. Services are strictly limited to structural design vetting.

Minimum eligibility: Firms must hold a valid PEC Consulting Engineer licence for the current year with service codes 0542 (Design Review), 0532 (Structural Design) and 0538 (Earthquake Engineering) under project profile 1201 (Buildings). They must nominate a Proof Engineer qualifying under Table 3.1, Rule 9 of the Rules, and maintain active registration with the Federal Board of Revenue on the Active Taxpayers List and with the Balochistan Revenue Authority (BRA).

Evaluation and rates: Applicants will first undergo technical evaluation. Financial proposals will be opened only for technically qualified firms. Firms must quote a vetting rate below Rs. 15 per square foot, the rate in Schedule A of the Rules. The lowest rate in each category will become the panel rate.

Prequalification documents: The Request for Proposal (RFP) and prequalification document, containing the scope, eligibility requirements, evaluation criteria, forms and terms of prequalification, may be downloaded free of cost from the MCQ website or obtained from the office during working hours.

Submission deadline: Sealed applications must reach the office of the Chief Metropolitan Officer, Metropolitan Corporation Quetta, by 24 November 2026 at 11:00 AM. Technical and financial proposals must be enclosed in separate sealed envelopes marked “Application for Pre-Qualification as Proof Engineering Firm – Category [I/II]”. Technical proposals will be opened on the same day at 11:30 AM in the presence of applicants or their representatives who choose to attend. Late applications will be returned unopened.

Each application must include the applicable refundable security deposit in the form of a CDR or pay order from a scheduled bank in favour of Metropolitan Corporation Quetta. Applications without the security deposit will not be considered.

Payment arrangements: The building owner will pay the vetting fee at the panel rate determined through this process. The fee will be deposited through an MCQ challan and transferred by MCQ to the prequalified firm. Payments will not be made from MCQ funds.

Applicants will be informed of the result in writing. The list of prequalified firms will be displayed on the MCQ website and notice board. Any aggrieved applicant may submit a written application to the Grievance Redressal Committee already notified by LG&RD within three days of the act or decision complained of.

MCQ reserves the right to reject any or all applications or cancel the process before finalising the panel, with reasons recorded in writing.
