Tender documents and submission: Bidding documents and tender forms can be downloaded from the official EPADS website, eprocure.gov.pk, after publication of the Notice Inviting Tender. Tender forms must be completed neatly, and a scanned copy must be uploaded through EPADS at the time of bid submission. The original tender form, original bid security and detailed rate analysis, where applicable, must be delivered complete in all respects by courier or registered mail to the Office of the Director General, GDA, ZTBL Building, Main Mansehra Road, Abbottabad.
Cutting, overwriting or manipulation in the tender form is not acceptable. Any mismatch between the copies submitted through EPADS and the copies delivered in hard form will result in disqualification and the bid being treated as non-responsive. Rates may be offered as a percentage above or below, or at par with, the engineer’s estimate.
Clarification deadline: Online clarifications for both works may be submitted until 5:00 PM on 26 October 2026.
Bid security and tender fee: Bid security must be furnished as a Call Deposit Receipt (CDR) in favour of the Director General, GDA Abbottabad. The CDR for bid security must be prepared after publication of the Notice Inviting Tender and before the closing time. A non-refundable bid entry fee of 0.03%, under the KPPRA notification dated 5 April 2021, must also be deposited through CDR in the name of the Director General, GDA and attached to the bid. The original CDR for this fee must accompany the bid.
| Quoted Rate | Security and Evaluation Requirements |
|---|---|
| Up to 10% below the engineer’s estimate | Submit bid security equal to 2% of the engineer’s estimate. |
| More than 10% and up to 20% below the engineer’s estimate | Submit additional security equal to 8% of the engineer’s estimated cost, in addition to the 2% bid security. A bid without the required additional security will be non-responsive. The 2% bid security will be forfeited to the government, and the second-lowest bidder and subsequent bidders will be considered accordingly. |
| More than 20% below the engineer’s estimate | Submit additional security equal to the difference between the engineer’s estimated cost and the offered bid amount, together with a detailed rate analysis. A bid without the rate analysis and/or required additional security will be non-responsive. Securities submitted with such a bid will be forfeited to the government, and subsequent bidders will be considered. |
If a submitted detailed rate analysis is not convincing to the procuring entity, the Director Technical may declare the bid non-responsive, record the reasons and do so without forfeiting the bid securities.
Eligibility and registration: Contractors and firms must hold the relevant PEC codes for the advertised works. Firms wishing to participate may register with EPADS to obtain a unique username and password. All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) under the Khyber Pakhtunkhwa Finance Act 2013. PEC and KPRA registrations, including active taxpayer status, must be valid for the current financial year and attached to the electronic bids.
Bid conditions: Bids will remain valid for 90 days from the closing date. Under KPPRA Rule 37(9), bidders may not withdraw their bids until award of the contract or while their bids remain valid, whichever occurs earlier. Contractors or their representatives may attend the electronic bid opening. If two or more responsive bidders are tied, the successful bidder may be selected through a free toss, which will be final.
An electronic bidder providing false, materially inaccurate or incomplete information, or failing to submit the required information and forms, may be disqualified under Section 29(1) of the KPPRA Act read with KPPRA Rule 43. The procuring entity or executing agency may recommend and initiate debarment, disqualification or blacklisting proceedings after an opportunity for hearing under Section 29(2) read with KPPRA Rule 44.
The procuring entity may offer the contract to the next-lowest bidder after due diligence concerning the financial difference between the bids, or may advertise the procurement opportunity afresh. Work orders will be issued subject to availability of funds, and the completion period for each scheme will be stated in its work order.
