Sindh Alternative Energy Tender for Solar Systems at Schools and Hospital in Pano Aqil

The Directorate of Alternative Energy, Energy Department, Government of Sindh invites sealed bids through EPADS for the supply and installation of solar photovoltaic systems at schools and a hospital in Taluka Pano Aqil, District Sukkur. Tender reference: DAE/Solar/183/2025, dated 5 November 2026.

The scope includes seven solar PV systems, two years of operation and maintenance services, an online monitoring system, and connection with the concerned distribution companies for net metering.

Eligibility and procurement procedure: Bidders must hold valid registration with federal and provincial tax authorities and the Pakistan Engineering Council. Procurement will follow the single-stage, two-envelope procedure under the Sindh Public Procurement Rules, 2010, amended in 2019.

Tender documents: The complete bidding documents may be downloaded from https://portalsindh.eprocure.gov.pk or www.sindhenergy.gov.pk from the publication date until 11:00 a.m. on 25 November 2026. A non-refundable cash fee of Rs. 5,000 must be submitted through courier or a representative to the Office of the Directorate of Alternative Energy, Energy Department, Government of Sindh, before the bid closing date and time.

Bid submission: Completed bid documents, relevant documents and certificates, and bid security equal to 2.5% of the bid price or estimated cost must be submitted online through EPADS by 2:30 p.m. on Wednesday, 25 November 2026. Bid security must be a Deposit at Call or pay order issued by a scheduled bank in Pakistan in favour of the “Sindh Alternative Energy Fund.”

Bid opening: Bids will be opened at 3:00 p.m. on Wednesday, 25 November 2026.

Validity: Bids must remain valid for 90 days. Quoted prices for the supply and installation of solar PV systems must remain valid for financial year 2026–27, while prices for operation and maintenance services must remain valid for the subsequent two financial years.

The procuring agency reserves the right to reject any or all bids subject to the relevant provisions of the Sindh Public Procurement Rules, 2010, amended in 2019.
