Punjab Livestock Department Prequalification for Supply and Customization of 60 Mobile Veterinary Dispensaries

The Livestock & Dairy Development Department (L&DD), Punjab invites applications for prequalification of firms to supply complete, ready-to-deploy Mobile Veterinary Dispensaries under the ADP scheme “CM Punjab: Provision of Mobile Veterinary Dispensaries (MVDs)” for financial year 2026–27. The procurement covers base vehicles, customization and branding for 60 units, with a total estimated cost of Rs. 1,110.00 million.

Bidding will be on a whole-package basis. Manufacturers, fabricators, customization/body-building firms, authorized vehicle dealers/distributors and their authorized sole distributors in Pakistan may apply. Prequalification will follow PPRA Rules, 2014, as amended from time to time, to ensure transparency, competitiveness and efficiency. Applicants must be well-reputed, financially sound and registered for income tax and sales tax, with experience in vehicle supply, customization, body fabrication, auto-electrical work and vehicle branding. Documents and submission: A complete set of prequalification documents can be downloaded free of cost from www.ppra.punjab.gov.pk and the e-Procurement System at www.epp.punjab.gov.pk. Participating firms must be registered with PPRA for e-procurement. Only applications submitted through the e-Procurement System will be accepted; applications submitted by any other means will not be entertained.

Submission deadline: Upload and submit prequalification documents by 10 November 2026 at 11:00 a.m. Applications will be opened through the e-Procurement System on 10 November 2026 at 11:30 a.m. at the office of the Director Livestock Lahore, Livestock & Dairy Development Department Punjab, 5th Floor, 16-Cooper Road, Lahore.

Submission conditions:

1. Any required document that is not uploaded within the time limit will not be entertained, whether the omission results from technical or managerial issues, bidder capacity or any other reason. The procuring agency will not accept justification for such omissions.
2. Bidders facing problems with e-procurement may seek guidance from PPRA videos uploaded for the prequalification process. They should submit the complete set of documents required by the procuring agency before the deadline.
3. Bidders are advised to upload their applications and documents early rather than wait until the final date, to avoid technical, capacity, managerial or internet-related problems. The procuring agency will not be responsible if a bidder fails to upload all or part of its documents before the deadline.
4. An applicant or firm with a grievance concerning the decision of the prequalification and purchase committee may approach the Grievance Redressal Committee constituted for this purpose within the stipulated time.
5. Submission through the e-Procurement System signifies acceptance of all terms and conditions of the procuring agency.
6. If any term or clause in the prequalification documents conflicts with PPRA Rules, 2014, as amended from time to time, the rules will prevail.

The procuring agency will not bear any cost or expense incurred by firms in connection with preparing, uploading or submitting their prequalification documents. Only prequalified firms will be eligible to participate in the subsequent procurement process. The URL for the e-Procurement System is http://ep.punjab.gov.pk/ViewTender.aspx.
