Advertisement details

Issuer: Chief Officer, District Council Pakpattan.

Purpose: Electronic bids are invited for construction works (Cricket Arena and Futsal Court at Pakpattan) under the Punjab e-Procurement System.

Eligibility: Contractors/firms must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for Financial Year 2026-27 and meet eligibility requirements in the bidding documents.

Submission method: Bids must be submitted electronically through the Punjab e-Procurement System. Bids will be opened electronically in the presence of bidders or their authorized representatives. Single Stage Two Envelope (SSTE) bidding procedure will be adopted. Bidding documents and detailed instructions, eligibility criteria, specifications and BOQs may be downloaded free of cost from the Punjab e-Procurement Portal and the PPRA Punjab website.

Bid & performance security: Digital Bank Guarantee only — bidders shall generate the PSD from the e-Procurement portal and arrange for their bank to transmit a Digital Bank Guarantee via SWIFT MT760 in favour of the Chief Officer, District Council Pakpattan. Physical instruments (CDR, pay order, demand draft, etc.) are not acceptable. Performance security equal to 10% of the contract price shall be furnished through SWIFT MT760 as per Punjab Procurement Rules, 2014 (as amended).

Other conditions: Only financially responsive bidders will have their financial bids opened. The District Council may reject all bids or proposals at any time prior to acceptance in accordance with applicable rules. Standard PPRA/Procurement rules and clauses apply.
