Ministry of Federal Education Tender for 4G MiFi Devices and Internet Connectivity

The Government of Pakistan, Ministry of Federal Education and Professional Training (MoFEPT), Islamabad, invites proposals under national competitive bidding from PTA-licensed Cellular Mobile Operators for the supply, delivery, activation and support of 4G MiFi devices with SIMs and 30 GB of data per month for one year. The procurement will serve about 225,000 students under the Prime Minister’s Youth Chromebook Scheme.

The requirement is divided into 35 lots across Punjab, Khyber Pakhtunkhwa, Balochistan, Sindh and Islamabad Capital Territory. Bidders may submit proposals for one lot, several lots or all lots. Each lot will be evaluated and awarded separately.

Bidding will follow the single-stage, two-envelope procedure, using quality and cost-based selection under Rules 27(b) and 28(b) of the Public Procurement Rules, 2026, through EPADS. Evaluation will be conducted lot by lot on quality and cost.

Eligible bidders must hold a valid PTA licence as a Cellular Mobile Operator providing 4G services. They must also have FBR registration for income tax and sales tax, with Active Taxpayer status for both.

Bidding documents, including the scope of work, lot details and evaluation criteria, are available through EPADS at https://epads.gov.pk and on the PPRA and MoFEPT websites.

Bidders may seek clarifications through EPADS up to three days before the bid submission deadline. MoFEPT may reject all bids under Rule 45 of the Public Procurement Rules, 2026.
