CWPP&H Balochistan Consultancy Tender for Tehsil-Level Offices and Residences

The Consulting Architect, CWPP&H Department, Balochistan, Quetta, invites proposals from reputed national and international consulting firms, joint ventures and service providers for consultancy services for the construction and rehabilitation of tehsil-level offices and residences. Proposals must be submitted electronically through the Electronic Public Procurement System (EPPS); physical bids are not required.

Tender reference: TSE-2627101217874. Procurement will be conducted under the Balochistan Public Procurement Rules, 2014, using the single-stage, two-envelope bidding procedure.

Eligibility: Bidders must have FBR income tax registration, Balochistan Revenue Authority registration, active taxpayer status and registration with PEC as a consulting engineering firm, including the required PEC/PCATP registration. Firms must not be blacklisted by any procuring agency or authority in Pakistan. Eligibility requirements include two assignments of similar nature and complexity, turnover of at least PKR 13,000,000 in the previous year, and at least one similar project involving construction of residences, district complexes or offices. Bidders must have successfully completed at least one government project under an umbrella scheme covering multiple districts and provide documentary evidence, including a completion or experience certificate issued by the relevant government department.

Proposal requirements: Bids must include 2% bid security from a scheduled bank in the name of the undersigned. Financial proposals will be opened only for consultants whose technical proposals are considered and approved. Selection will follow the evaluation criteria in the Data Sheet of the Request for Proposal document. Incomplete proposals and proposals received after the deadline will not be considered.
