CWPP&H Quetta Consultancy Tender for District Offices and Residences

The Consulting Architect, CWPP&H Department, Quetta, invites proposals from reputable national and international consulting firms, joint ventures and service providers for construction and rehabilitation consultancy services. Proposals must be submitted electronically through the Electronic Public Procurement System (EPPS); physical bids are not required.

Eligibility: Bidders must be registered with FBR for income tax and with the Balochistan Revenue Authority, appear on the Active Taxpayers List, and hold valid PEC registration as a consulting engineering firm and valid PCATP registration. Firms must not be blacklisted by any procuring agency or authority in Pakistan.

Bidders must have completed two assignments of similar nature and complexity, have turnover of at least PKR 18,400,000 in one previous year, and demonstrate at least one similar project involving residences, district complexes or offices. Successful completion of at least one government project under an umbrella scheme covering multiple districts is also required. Documentary evidence must include a completion certificate or experience certificate issued by the relevant government department.

Procurement procedure: Procurement will follow the Balochistan Public Procurement Rules, 2014, using the single-stage, two-envelope bidding procedure. Bids must include 2% bid security from a scheduled bank in the name of the undersigned. Financial proposals will be opened only for consultants whose technical proposals have been considered and approved. Selection will follow the evaluation criteria in the Data Sheet of the Request for Proposal document.

RFP documents can be downloaded from the BPPRA website at www.bppra.gob.pk. Incomplete proposals and proposals received after the deadline will not be considered.

Submission deadline: 17 November 2026 at 10:45 AM. Tenders will be opened the same day at 11:45 AM at the office of the undersigned, Chief Office, CWPP&H Department, Quetta.
