Submission and opening: Digitally signed and stamped tender documents must be submitted through https://eproc.punjab.gov.pk according to the scheduled date and time. Tenders will be opened on 18 November 2026 at 11:00 AM by the Tender Opening Committee at the office of the Superintending Engineer, Buildings Circle No. 2, Gujranwala. Manual bids will not be accepted.

Eligibility: Contractors and firms must have current financial-year registration or renewal with the Pakistan Engineering Council in the relevant category, specifications and code. The contractor must produce the original PEC licence showing the requisite category, specifications and code. Contractors without the relevant code will not be entertained. All applicants must also register on the Punjab e-Procurement System to participate.

The tender is based on item rates, with amounts and total bid cost entered as required in the bill of quantities, in accordance with the approved DNIT. Tender documents, requirements and terms are available to registered bidders through the Punjab e-Procurement System and https://ppra.punjab.gov.pk. Guidance on registration, bid security, tender submission and related procedures is available through the official YouTube channel, Punjabseprocurementsystem.

Electronic bid security: The 5% bid security must be submitted electronically through the Punjab e-Procurement System using its prescribed procedure. Physical financial instruments, including Call Deposit Receipts, will not be accepted. Only electronically submitted bid security will be considered valid under PPRA rules. The system will not permit bid submission unless the required PSID has been generated and the prescribed bid security submitted.

Bidders may attend the tender opening themselves or through duly authorized representatives holding an attested power of attorney. After submitting electronically, bidders must appear at the office of the Superintending Engineer, Buildings Circle No. 2, Gujranwala, at the scheduled opening time. The committee will retrieve the electronic bids and publicly open the quoted rates in the presence of attending bidders or their representatives. The lowest evaluated or responsive bidder will be announced under the applicable PPRA rules and bidding documents.

Under the PPRA circular dated 11 October 2024, bidders must quote rates against every DNIT/BOQ item rather than submit a percentage-based bid. They must complete all pages of the rate analysis, summary and sub-summary in their financial bids. Incomplete financial bids, including blank DNIT/BOQs or blank rate-analysis summary or sub-summary pages, will be treated as non-responsive and excluded from determination of the lowest evaluated bidder.

Performance guarantee: Under Chapter VIII of the PPRA Rules 2014, Acceptance of Bids and Award of Contracts, Serial No. 56, the successful bidder must furnish a performance guarantee equal to 10% of the contract amount in the form of a CDR or bank guarantee within 15 days. The original instrument must be submitted to the Executive Engineer, Buildings Division Narowal. Otherwise, the lowest bidder's tender will stand cancelled and the earnest money will be forfeited to the government.

False information may result in disqualification under PPRA rules and exclusion from upcoming tenders of the Punjab Communication and Works Department. The case may also be forwarded to PEC and PPRA for strict legal action.

A Grievance Redressal Committee has been constituted under the Government of Punjab Communication and Works Department notification dated 31 July 2024 to address procurement-related complaints in accordance with PPRA rules.

The procuring agency may reject all bids or proposals at any time before acceptance under PPRA rules. On request, it will communicate the grounds for rejection to a supplier or contractor that submitted a bid or proposal, without being required to justify those grounds.

The PPRA tender page is https://eproc.punjab.gov.pk/ViewTender.aspx. The corresponding time limit will be calculated exclusively from the advertisement's publication date on the PPRA website. A tender will not be accepted without complete tender documents submitted by the contractor through the Punjab e-Procurement System.

If the government announces a holiday, or a holiday occurs otherwise, the next working day will be used for receipt and opening of tenders.
