TDAP Travel Agents Prequalification Tender for Air Ticket Services 2026

The Trade Development Authority of Pakistan (TDAP), Ministry of Commerce, Government of Pakistan, invites applications from eligible and experienced travel agents for prequalification to provide air-ticket reservation, issuance and related services for TDAP officials, delegations, guests and other authorized travellers, as and when required.

Eligibility requirements:

• Valid National Tax Number (NTN) and active taxpayer status.
• Valid registration with the relevant Provincial Sales Tax Authority.
• A signed undertaking confirming that the applicant is not blacklisted or debarred by any government organization.
• A signed declaration regarding pending litigation relevant to eligibility or performance.
• A minimum of five years of experience in the travel business, supported by documentary evidence.
• Valid International Air Transport Association (IATA) certificate/accreditation.

Scope of services: Air-ticket reservations and issuance, competitive fare quotations, itinerary recommendations, ticket changes, cancellations, refunds, rebooking and related travel assistance in accordance with TDAP's requirements and authorization.

Application procedure: Applications, together with all required supporting documents, must be submitted electronically through the e-Pak Acquisition and Disposal System (e-PADS), in accordance with the published procurement notice and applicable PPRA rules. The detailed prequalification document, including the scope of services, evaluation criteria, terms and conditions, and submission requirements, will be available through e-PADS.

Prequalification will be conducted on a pass/fail basis against the mandatory eligibility requirements. Prequalification does not guarantee any minimum volume of business or award of a contract. TDAP reserves the right to accept or reject any or all applications, or annul the process, in accordance with applicable procurement rules.
