Kachhi Tender for Assistant Commissioner Mach Office and Residence Construction

The Executive Engineer, Buildings, CWPP&H Department, Kachhi invites electronic bids from eligible bidders for the following construction work for 2026. Bidding is on a percentage-rate basis using the Composite Schedule of Rates 2023.

Tender reference: TSE-2627111219523. Tender fee: PKR 1,500. Bid security: 2%.

Eligibility: Bidders must appear on the Active Taxpayer List, hold Balochistan Revenue Authority registration, and must not be blacklisted by any procuring agency in Pakistan. They must have completed two assignments of a similar nature and demonstrate financial capacity through turnover of at least PKR 33,793,103 over the preceding three years.

Bidders must have no pending litigation or court cases relating to contractual disputes, fraud, corruption or other serious offences, and must not have been involved in a contract breach or termination. A bidder acting through a representative must provide an authority letter on PKR 100 judicial stamp paper, mentioning the TSE number and work title, duly attested by an Oath Commissioner. The work must be completed within the contractual deadline pursuant to subclause 43.1 of the General Conditions of Contract.

Procurement procedure: Procurement will follow the Balochistan Public Procurement Rules 2014 through the Single-Stage, Two-Envelope bidding procedure. Registration with the BPPRA Government of Balochistan Electronic Public Procurement System is mandatory for all bidders in government procurements, whether bids are submitted electronically or manually.

Bid security and payment documents: Bids must include 2% bid security in the form of a bank guarantee or deposit at call from a scheduled bank, in the name of the undersigned. Bidders are required to provide the original CDR, green challan and BPPRA deposit slip.

Submission deadline: Submit bids electronically through the supplier dashboard by 19 November 2026 at 11:00 AM. Only electronic bids will be accepted; physical bid submission is not required. Tenders will be opened on the same day at 12:00 PM through the EPPS system.
