Municipal Corporation Murree E-Tenders for Road Construction and Bazaar Beautification 2026-27

The Office of the Municipal Corporation Murree invites electronic tenders from contractors registered with the Pakistan Engineering Council for the following schemes for 2026-27. The procurement process will follow PPRA rules through the Punjab E-Procurement System.

Contractors must register at https://cp.punjab.gov.pk/auth/login and upload a valid Pakistan Engineering Council licence, valid CNIC, PRA registration and NTN. After registration, contractors may participate through the Punjab E-Procurement System.

Bid security equal to 5% of the estimated cost must be submitted electronically through the Punjab E-Procurement System. Physical financial instruments, including CDRs, pay orders and bank guarantees, will not be accepted.

Contractors must submit their rates electronically by completing the bill of quantities on the website using the item-wise rate option only, before 10:00 AM on 24 November 2026. Contractors will participate in the tendering process at 10:45 AM on the same date. The successful bidder will be announced at 11:30 AM on 24 November 2026 at the office of Municipal Corporation Murree, Tehsil and District Murree, in the presence of the Tender Opening Committee, using the Punjab E-Procurement System portal.

Incomplete, incorrect, unreadable, corrupted, virus-infected or improperly submitted bids will be rejected. If the scheduled opening date falls on a public holiday, bids will be opened on the next working day at the same time and venue.

If the total tendered amount is equal to or less than 5% of the approved estimate/DNIT amount, the lowest bidder must deposit additional performance security of 10% / a quality assurance guarantee equal to the tender amount below the estimated cost within 15 days, under Finance Department Notification No. RO(Tech)FD-1-12/83 VI(P), dated 24-01-2006, read with No. RO(Tech)FD-1-12/210, dated 04-09-2012. The guarantee will be refunded six months after successful completion of the contractor's work. Non-compliance will result in cancellation of the tender and forfeiture of earnest money.

The procuring agency may reject all bids or proposals at any time before accepting a bid or proposal under PPRA Rule 35, concerning rejection of bids. The PPRA tender URL is https://eproc.punjab.gov.pk/viewTender.aspx. The response period will be calculated exclusively from the date of publication on the PPRA website.
