Punjab Highways Department Tenders — Widening & Rehabilitation of Roads in Sialkot (Bid Closing 2026-10-21)

Punjab Highways Department invites e-tenders from registered Engineering Firms/Contractors for road widening, rehabilitation and construction schemes in District Sialkot. Bidders must be registered with Pakistan Engineering Council in the relevant category and registered on the Punjab PPRA website (https://eproc.punjab.gov.pk). Bid security and performance guarantee requirements apply; bids must be submitted electronically through the Punjab e-Procurement System.

Key submission requirements and conditions:

• Bid submission and documents must be uploaded through Punjab e-Procurement System only; manual submissions or physical banking instruments will not be accepted.
• Bid security (bid bond) must be submitted in favour of the Executive Engineer Highways Division Sialkot and uploaded with the e-bid by or before 2026-10-21 at 12:30 PM. Tender opening will take place on 2026-10-21 at 1:00 PM in the presence of the Tender Opening Committee.
• As per Clause-56 of PPRA Rules, 2014, the lowest evaluated bidder shall submit a Performance Guarantee equal to 10% of the contract amount within 15 days of receipt of the offer letter, in acceptable forms (CDR, Bank Draft, Pay Order, Bank Guarantee, etc.), valid as required in the contract documents.
• Recovery for credit of old material will be adjusted in evaluation; contractors’ payment claims after award shall be submitted electronically and processed through the Digital Measurement Book.
• The procuring agency reserves the right to reject any or all bids as per PPRA Rules.
