Punjab Highways Department Tender — Road Works in Sialkot (Closing 2026-10-21)

Issuer: Punjab Highways Department — Executive Engineer, Highways Division Sialkot (bids to be opened at the office of the Superintending Engineer, Highways Circle Gujranwala).

Purpose: Online tenders are invited from Pakistan-registered engineering firms/contractors via the Punjab e-Procurement System for widening/rehabilitation and construction of specified roads in District Sialkot. Firms must be registered with the Pakistan Engineering Council in the relevant category and hold a valid renewed PEC licence for Financial Year 2026-27. Registration on the Punjab e-Procurement/PPRA website is required.

Key conditions: Bid security of 5% of the estimated cost must be submitted through digital online payment via the Punjab e-Procurement System (link with BOP) in favour of the Executive Engineer Highways Division Sialkot. The lowest evaluated bidder shall submit a Performance Guarantee of 10% of the contract amount within 15 days of the offer letter (in the form of CDR, Bank Draft, Cashier Cheque, Pay Order or Bank Guarantee valid for 03 months beyond completion/extended time). Bid documents and bid security must be submitted digitally only; no manual bids or banking instruments will be accepted. Rates quoted as a percentage above or below estimated/DNIT cost will not be accepted; bidders must quote item rates against each item.

Opening: Responsive bids will be downloaded and opened on 2026-10-21 at 13:00 hours at the office of the Superintending Engineer, Highways Circle Gujranwala. The submission/closing date for tenders is 2026-10-21.
