Punjab Highways Department Tenders — Road Widening & Rehabilitation Works in Sialkot (Closing 2026-10-21)

Punjab Highways Department invites e-tenders from registered Engineering Firms/Contractors (PPRA E-Tendering) for road widening, rehabilitation and construction schemes in Sialkot District. Eligible contractors must be registered with Pakistan Engineering Council in the relevant category/codes and hold a valid renewable PEC license for Financial Year 2026-27. Registration on the Punjab e-Procurement website and online bid submission are mandatory.

Bidding conditions include:

• Contractors/Firms must be registered on the Punjab e-Procurement portal (https://eproc.punjab.gov.pk).
• Bid Security equal to 2% of the estimated cost must be submitted only through digital online payment via the Punjab e-Procurement System in favour of Executive Engineer Highways Division Sialkot by 2026-10-21 12:30 PM. CDR, Pay Order, Demand Draft and similar instruments for Bid Security will not be accepted.
• Successful bidder must furnish a Performance Guarantee of 10% of the contract amount within 15 days of the letter of award in favour of Executive Engineer Highways Division Sialkot (CDR/Bank Draft/Pay Order/Bank Guarantee valid for 3 months beyond completion/extended time).
• All bids must be submitted digitally through the Punjab e-Procurement System. Manual bids or banking instruments for bid submission will not be accepted.
• Bid opening (and presence of authorized representatives) will be at the office of the Superintending Engineer, Highways Circle, Gujranwala on 2026-10-21 at 13:00 hours. All responsive bids will be downloaded and evaluated as per PPRA rules.
• Claims/payments of successful bidders after award will be submitted electronically through the Digital Measurement Book.
