PUMHSW Shaheed Benazirabad Engineering Consultancy Tender 2026

The Office of the Project Director, Engineering Wing, People's University of Medical & Health Sciences for Women (PUMHSW), Shaheed Benazirabad, invites proposals from experienced consultancy firms registered with the Pakistan Engineering Council and Pakistan Council of Architects and Town Planners. Procurement will follow the single-stage, two-envelope procedure under SPPRA Rules 2012, as amended.

Eligibility: The bidder or consortium must have at least five years of experience. Firms must possess the relevant PEC engineering disciplines and codes, including civil, electrical and mechanical disciplines, and hold ISO 14001:2015 certification. Required documentation includes PEC and architects' council registration, NTN certification, valid Sindh Revenue Board registration, active taxpayer status, income tax returns for the last three years and legal entity registration documents.

Applicants must submit a company brochure, details of comparable completed and ongoing assignments with costs and satisfactory completion certificates, and information on equipment and design software. Proposed personnel must be permanent employees of the firm, supported by tax deduction certificates or other verifiable employment evidence and PEC endorsement. Litigation status must be disclosed; firms without litigation must provide an affidavit on Rs. 200 non-judicial stamp paper covering litigation, blacklisting status and accuracy of the submitted information.

Proposal documents and fee: Terms of reference and proposal documents are available through SPPRA EPADS and www.pumhs.edu.pk from 30 October 2026 to 17 November 2026 at 1:30 PM. The non-refundable fee is Rs. 30,000, payable by pay order in favour of PUMHSW Other Receipts Account.

Submission deadline: Submit proposals through EPADS by 17 November 2026 at 1:30 PM, attaching all required documents and the company profile. Technical proposals will open the same day at 2:00 PM. The application, brochure and supporting particulars must also be furnished in original or attested form to the Project Director's office.

Bid security and evaluation: A bid security of Rs. 1,500,000 must accompany the financial bid as a CD in favour of Security Deposit PUMHSW SBA. Selection will use the Quality and Cost Based Selection method. Financial proposals will be opened only for firms achieving a technical evaluation score of 70% or above, on a separately communicated date.
