OGRA Tender for Office Building on Rent in Lahore

The Oil & Gas Regulatory Authority (OGRA), Government of Pakistan, invites sealed bids to rent a building for its Regional Office in Lahore. Preferred locations include Gulberg, Johar Town, Model Town, Faisal Town, Garden Town, Saddar, Shadman and Muslim Town, or another suitable area where government offices are predominantly located.

The building should have a covered area of at least 3,500–4,000 square feet, 8–10 spacious rooms, adequate washrooms and a porch or parking space for vehicles. It must have gas, water, electricity and other necessary civic amenities, a suitable entrance and a safe, secure location.

Interested parties or individuals should submit sealed bids under the single-stage, two-envelope procedure. Each bid must consist of one package containing two separate envelopes: a Technical Proposal and a Financial Proposal. Proposals must include all terms and conditions, the building's location, covered area, porch size, number and sizes of rooms and washrooms, monthly rent demanded and any advance payment required. Interior and exterior photographs of the building may be attached to the Technical Proposal.

Submission deadline: 17 November 2026 at 11:00 a.m. Bids must reach OGRA Head Office, 37, Mauve Area, Service Road South G-10/4, Islamabad. Technical Proposals will be opened by OGRA's Bid Opening Committee at the same office on 17 November 2026 at 11:30 a.m.

OGRA's Bid Evaluation Committee will physically visit and inspect the offered buildings to assess compliance with the requirements before opening Financial Proposals. Only the Financial Proposals of technically accepted bids will be opened, following the procedure prescribed in PPRA Rules.

If the bid submission deadline falls on an official holiday or a day when the office is closed, submission and opening will take place on the next working day. OGRA reserves the right to cancel or reject any or all bids or proposals before acceptance, in accordance with PPRA Rules and with regard to value for money.
