Punjab Forest Department Lahore Tender for GIS Equipment, Satellite Imagery and Store Articles 2026

The GIS Manager, GIS Lab, Punjab Forest Department, Lahore, invites tenders for the procurement of store articles, durable goods, machinery and equipment, high-resolution satellite imagery and software during financial year 2026–27. Procurement is intended for the development scheme “GIS-Based Protection Regime and Establishment of Digital Communication Cell in Forestry, Wildlife and Fisheries Department” and the non-development budget.

Submission and opening: Tenders must be submitted through EPADS at https://eprocure.gov.pk/ by 25 November 2026 at 11:00 AM. Technical bids will be opened through the same portal on 25 November 2026 at 11:30 AM by the tendering committee. Financial bid opening will be announced after technical evaluation on EPADS. If a government-announced holiday falls on the opening date, tenders will be opened on the next working day at the same time and under the same terms and conditions.

Documents and procedure: Procurement will be conducted through E-Procurement (EPADS) under Rule 38(a) of the amended Punjab Procurement Rules 2014, using the single-stage, two-envelope procedure with separate technical and financial offers. Tender and bidding documents are available on EPADS and the Punjab PPRA website at https://ppra.punjab.gov.pk/. Bids must be submitted exclusively through EPADS. An electronic bid or proposal, including any submitted document, that is corrupt, contains a virus or is unreachable will be rejected under Regulation 8(4) of PPRA, 2024.

Eligibility: Registered firms, manufacturers, authorized dealers and suppliers may participate and must not be blacklisted by PPRA or any procuring agency. The supplier firm must be registered with the Sales Tax and Income Tax departments and quote its GST and NTN numbers, together with its Professional Trade Tax Registration Certificate, where applicable.

Bid security: Bid security is 5% of the estimated cost. Bidders must submit a financial instrument from any scheduled bank in favour of the GIS Manager, GIS Lab, 108-Ravi Road, Lahore, and upload a soft copy on EPADS in accordance with Regulation 8(1) of PPRA, 2024. Failure to submit the instrument may result in action under the PPRA letter bearing reference (PPRA)10-1/2011, dated 11 October 2024.

Pricing and participation: Rates must follow the details and instructions in the tender enquiry. An interested company or firm may select its desired lot from the bidding documents and ignore the others, or participate in a single lot or all lots according to its relevance and interest. For Lot 2, the procuring agency is authorized to procure satellite imagery, software or another item under the specific budget head in the approved PC-1, according to requirements.

Offers must remain valid for up to 120 days. Quoted prices must include all applicable taxes, including GST and income tax, duties, freight, transportation and other charges up to the consignee’s end. All terms and conditions of the amended Punjab Procurement Rules 2014 and the Government of Punjab’s S&GAD will apply.

The department reserves the right to reject all tenders or any specific item before issuing advance acceptance, under Rule 35 of the amended Punjab Procurement Rules 2014.
