Balochistan Institute of Child Health Services Quetta Tender for Medical Equipment and Accessories

The Balochistan Institute of Child Health Services Quetta invites eligible bidders to submit bids for the supply of medical equipment and accessories under Tender Notice TSE-2627111220471. Procurement will be conducted under the Balochistan Public Procurement Rules, 2014, using the Single Stage Two Envelope bidding procedure.

Bidder eligibility: Bidders must have completed three assignments of similar nature and complexity worth PKR 13,000,000 during the previous three years and have a turnover of at least PKR 13,000,000 over the previous three years. They must appear on the Active Taxpayer List, hold a sales tax certificate, and must not be blacklisted by any procurement agency in Pakistan. Joint ventures are not permitted. Registration with the Industry Department is required.

All bidders must register with the Electronic Public Procurement System of BPPRA, Government of Balochistan. This registration is mandatory for government procurement, whether bids are submitted electronically or manually. For this tender, only electronic bids will be accepted; a physical bid is not required.

Documents and undertakings: Bidders must submit the required bidding documents, pay the bidding document fee, and provide an undertaking on an attested PKR 1,000 affidavit confirming 90-day bid validity, compliance with the delivery period, non-blacklisting, price reasonability, compliance with the warranty period, and agreement with all terms and conditions.

A further undertaking on an attested PKR 1,000 affidavit must confirm that the bidder will coordinate with the hospital and arrange supply using its own vehicle; all cylinders will undergo hydraulic testing before being filled with the required gas; the quality and quantity of gas supplied in cylinders will meet the required medical standards; every supplied cylinder will be properly labelled; gas will be supplied throughout the day whenever needed; and an emergency supply mechanism will be established for emergencies arising during the supply period.

Bid security: A 2% bid security in the form of a Deposit at Call from a scheduled bank, in the name of the undersigned, must accompany the bid. A bidding firm whose required bid security is missing during financial evaluation will be declared ineligible and non-responsive.

Submission deadline: Submit bids electronically through the supplier dashboard by 23 November 2026 at 11:00 AM. Bids will be opened on the same day at 12:00 PM through the EPPS system.
