Military Engineer Services Tender Prequalification for Works in Islamabad, Rawat and Lahore

Military Engineer Services invites applications and credentials from firms and contractors for prequalification and issuance of tenders for works under CMES (Navy), Islamabad/Lahore, in accordance with Clauses 13, 15 and 16 of the PPRA Rules 2004.

Firms and contractors enlisted with MES in Category D or higher, or with other government departments, and having experience of this type of work may apply.

Applicants must submit details of similar works executed during the last two years and works currently in hand. For each work, provide the sponsoring agency or client, work value in millions of rupees, completion period in months, date of physical completion, percentage progress of work in hand, and a performance report from the sponsoring agency or client. Applications without these documents will not be considered for prequalification or issuance of tenders.

Contractors must also furnish a list of movable and immovable assets, personnel with their trades, machinery and equipment, a bank statement, General Sales Tax registration and an NTN certificate. Firms and contractors without Pakistan Engineering Council renewal of registration for 2025 will not be considered for issuance of tender documents.

Prequalification documents can be obtained from CMES (N), Islamabad/Lahore, Sector E-8, Islamabad. Applications will be scrutinized, and tenders will be issued to prequalified firms and contractors.

Tenders must reach CMES (N), Islamabad/Lahore, Sector E-8, Islamabad, by 11:30 a.m. on 25 November 2025. They will be opened at 12:00 noon on the same day. Contractors or their representatives may attend the tender opening.

The Accepting Officer reserves the right to reject any or all applications under Paragraph 33 of the PPRA Rules 2004. Incomplete applications will not be entertained.
