Horticulture Agency Lahore Tender for Temporary Illumination of Buildings

Horticulture Agency, Lahore invites electronic bids from reputable and financially sound firms, general order suppliers, distributors and importers registered with the relevant tax departments for the hire of temporary illumination to light up buildings at various sites for eight days. Procurement will be conducted through open competitive, item-wise bidding.

Bid submission deadline: 20 November 2026 at 11:00 AM. Bids will be opened on the same day at 11:30 AM.

Procurement will be carried out through Punjab's e-procurement system under the Punjab Procurement Rules 2014, as amended. Item-wise lowest rates will be accepted through e-procurement. All applicants must be registered on the e-procurement system to participate. The Single Stage–Single Envelope Procedure will apply, and bid security must be submitted digitally online.

Bidding documents containing the terms, conditions, requirements and specifications may be downloaded before the closing date and time from http://eproc.punjab.gov.pk/ActiveTenders.aspx and the e-procurement portal at http://punjab.eprocure.gov.pk. The response period will be calculated exclusively from the date of publication of the advertisement on the PPRA website.

Eligibility and documentation: Firms must hold an up-to-date Pakistan Engineering Council licence with electrical codes EE04, EE06 and EE11(v), a valid income tax registration certificate with FBR, and a valid registration certificate with the Punjab Revenue Authority. Registration with the relevant income tax, sales tax, Punjab sales tax and professional tax departments is required where applicable. A duly notarized affidavit on e-stamp paper must declare that the firm has not been blacklisted by Horticulture Agency Lahore or PPRA.

The firm or contractor must have executed similar works totaling PKR 20 million during the past two years. Individual works costing less than PKR 2 million will not count toward this total.

The successful bidder must deposit performance security equal to 5% of the quoted amount, under PPRA Rule No. 58, through a scheduled bank at the time of award and before signing the contract. The security will be released after successful completion of the work; in case of failure, the deposit will be forfeited in favor of the department.

To be considered responsive, a bidder's proposal must meet every criterion under serial numbers 1–11. A proposal will be deemed non-responsive if any document required under these serial numbers is missing.
