ECSP E-Tender for External Audit Services and Compliance Review

Engineering Consultancy Services Punjab (Pvt.) Limited (ECSP) invites encrypted electronic bids from eligible firms for external audit services for five financial years, 2017–18 to 2021–22, and review of the Statement of Compliance for 2013–14 to 2021–22.

ECSP is a multidisciplinary consultancy firm providing comprehensive project planning, design and execution services in Water Resources, Infrastructure, Urban Development, Transportation, Energy and Environment.

Bids must be submitted in PDF format through the Punjab e-Procurement System under the Single Stage Two Envelope bidding procedure, in accordance with Regulation 6(4)(a) of the Punjab Procurement Regulations, 2024.

The consultant will be selected using the Least Cost Selection (LCS) method. Only bidders or consultants meeting the prescribed technical evaluation requirements will qualify for financial evaluation. The contract will be awarded to the technically qualified bidder or consultant offering the lowest evaluated cost, subject to the applicable procurement rules and the Request for Proposals (RFP).

Bidders should upload and submit their bids well before the prescribed deadline rather than waiting until the last date and time. Timely and successful electronic submission is the bidder’s sole responsibility. ECSP will not be responsible for submission failures or delays attributable to the bidder’s system, internet connectivity or circumstances beyond ECSP’s control.

ECSP reserves the right to reject any or all bids before acceptance, without assigning any reason, as permitted under the applicable procurement rules. Conditional bids are liable to rejection under the bidding documents and applicable procurement rules. The response time for bid submission will be calculated exclusively from the date of publication on the Authority’s website.
