Public Health Engineering D.I. Khan E-PADS Tender for Street, Drain and Sewerage Works

The Public Health Engineering Division, Dera Ismail Khan, invites electronic bids from eligible government-registered contractors under the single-stage, single-envelope procedure for street, drain and sewerage construction works under Accelerated Sustainable Development Initiatives for D.I. Khan, ADP No. 251258.

Electronic submission deadline: Bids must be submitted through E-PADS by 12:00 PM on 23 November 2026. Bid opening is scheduled for 12:30 PM on the same day, in the presence of bidders or their representatives who choose to attend. The sealed-bid dates in the work schedule are 24 November 2026.

Bid Solicitation Documents, including bidding or contract data, the Bill of Quantities, basic eligibility criteria, and technical and financial bid evaluation criteria, can be downloaded from the E-PADS website at kp.eprocure.gov.pk. Bidders must upload their technical and financial bids through E-PADS before the submission deadline. Uploaded bid documents must be clearly decipherable; otherwise, the bid will be treated as non-responsive.

Each bid must be accompanied by bid security equal to 2% of the bid cost, in the form of a call deposit in the name of the Executive Engineer, Public Health Engineering Division, D.I. Khan. Stamp duty at the newly approved rates applicable to the estimated amount must also be deposited through a call deposit. Failure to submit the required call deposit receipts will result in non-responsiveness or bid rejection.

Call deposit receipts must be delivered in a sealed envelope marked Financial Bid to the office of the Executive Engineer, Public Health Engineering Division, D.I. Khan. Contractors who apply online but fail to submit the receipts in hard copy will be debarred.

The date and time for opening financial bids will be announced after technical bid evaluation. Financial bids of unqualified bidders will be returned unopened. Bidders may request clarifications through E-PADS.

All other terms and conditions remain governed by the Provincial Government's guidelines, applicable laws and updated KPPRA rules, together with the requirements of the Bid Solicitation Documents.
