Warsak Canals Division Peshawar Flood Protection Works Tender 2026

The Executive Engineer, Warsak Canals Division Peshawar, Government of Khyber Pakhtunkhwa, invites electronic bids through EPADS from eligible firms and contractors for flood protection works in District Peshawar. Procurement will follow the single-stage, single-envelope procedure under the Khyber Pakhtunkhwa Procurement Regulatory Authority (KPPRA) Rules 2014. Firms and contractors must be registered with the Pakistan Engineering Council (PEC).

Project: 260920 – Construction of Flood Protection Works at Tehsil Badabher, Mattani, District Peshawar; ADP No. 2702 (2026–27).

For all four works, bid security is 2% of the estimated cost. Required PEC specialized codes are CE04 full code or CE04-(ii) or CE04-(vii); CE09 full code or CE09-(i); and CE10 full code or CE10-(i).

Electronic submission: Bidders must upload their bids, including CDRs, rates and bid documents, and submit them through EPADS at https://kp.eprocure.gov.pk/ before the system closing time. Electronic bids must comply with KPPRA Notification No. S.R.O (13)/vol: 1-24/2021-22/6058-71, dated 10 May 2022. Bidding will use the above/below system against the BOQ/Engineer’s estimate.

Bid solicitation documents, including terms, conditions and instructions, can be downloaded from the Irrigation Department website at www.irrigation.gkp.pk or the KPPRA website at www.kppra.gov.pk. All conditions and instructions in the bidding documents apply to participating bidders.

Pre-bid meeting: 18 November 2026 at 11:00 AM in the office of the Executive Engineer, Peshawar Canals Division, Peshawar.

Submission deadline: 25 November 2026 at 12:00 noon for bids and relevant documents. Bids will be opened on the same day at 12:30 PM in the office of the Executive Engineer, Warsak Canals Division Peshawar, in the presence of contractors or their representatives who wish to attend.

Bids must remain valid for 120 days from bid opening. All bidders must hold valid registration with the Khyber Pakhtunkhwa Revenue Authority, established under the Khyber Pakhtunkhwa Finance Act 2013, Khyber Pakhtunkhwa Act No. XXI of 2013. Prevailing KPPRA rules, legislation and government notifications concerning taxes apply.

The original deposit-at-call instrument for the 2% bid security, together with the bid and any additional security required under KPPRA rules, must reach the office through a leading courier before the closing date and time. The security must be in the name of the Executive Engineer, Warsak Canals Division, Warsak Road, Peshawar.

If the evaluated electronic bid costs of two or more bidders are equal, the successful bidder will be selected by drawing lots. The employer may reject any or all bids with reasons. In view of current financial constraints and the government’s release-of-funds policy, bidders may choose whether to participate; claims in this regard will not be entertained.
