Energy Department Tender for Solarization of QIMS Hostels and Main Campus in Quetta

The Director General (North), Energy Department, invites eligible bidders to execute solarization work for the year 2026 on percentage rates based on the Composite Schedule of Rates 2026. Procurement will be conducted under the Balochistan Public Procurement Rules 2014 through the Single Stage Two Envelope bidding procedure.

Eligibility: Bidders must be on the Active Taxpayer List, must not be blacklisted by any procuring agency in Pakistan, and must hold active registration with the Balochistan Revenue Authority. The bidding firm must have completed at least one assignment of a similar nature and demonstrate financial capacity through turnover of at least PKR 14,000,000 in the three preceding consecutive years.

Registration with the Pakistan Engineering Council in category C-6 or above, covering works up to PKR 25 million, is required in the relevant category, with specialized codes EE11(i) (Solar), EE11(ii) (Solar Energy), EE11(iii) (Solar Energy System), and EE11(iv) (Solar Installation). The firm must have completed at least one similar solar hybrid system installation in the government sector during the last five years, with a value equal to at least 40% of the total project cost.

Bid security: Each bid must include security equal to 2% of the estimated cost, in the form of a bank guarantee or deposit at call from a scheduled bank, in the name of the undersigned.

Tender documents and submission: Bidding documents may be obtained from the office of the undersigned or downloaded from the BPPRA website. Documents will be issued from the publication date of the notice until bid opening during office hours on working days. Tenders must reach the office by the submission deadline and will be opened at the scheduled date and time.
