Quetta Road Feasibility Consultancy Tender for Saryab Adda Access Road

The Executive Engineer (Roads), City, CWPP&H Department, District Quetta, invites electronic proposals from reputable national and international consulting firms, joint ventures and service providers for a road feasibility consultancy. Procurement reference: TSE-2627111220804.

Procurement will follow the Balochistan Public Procurement Rules, 2014, using the single-stage, two-envelope bidding procedure. Only electronic bids submitted through the Electronic Public Procurement System (EPPS) will be accepted; physical bids are not required.

Eligible bidders must have completed four assignments of similar nature and complexity and have turnover of at least PKR 250,000 during the preceding three years. Firms must be registered with FBR for income tax and with the Balochistan Revenue Authority, appear on the Active Taxpayers List, hold PEC registration as a consulting engineering firm and meet the PEC/PCAD registration requirements. Bidders must not be blacklisted by any procuring agency or authority in Pakistan. A joint venture agreement is required for joint venture bids.

The document fee is PKR 1,500 under account head C-02716, Executive Engineer Road City, CWPP&H Department, District Quetta. Request for Proposal documents can be downloaded from the BPPRA website at www.bppra.gob.pk.

Bids must include security equal to 2% of the estimated cost, issued by a scheduled bank in the name of the undersigned. Financial proposals will be opened only for consultants whose technical proposals have been considered and approved. Consultant selection will follow the evaluation criteria in the Data Sheet of the Request for Proposal document. Incomplete proposals and proposals received after the deadline will not be considered.
