Local Government Barkhan Water Supply Schemes Tender 2026

The Assistant Director, Local Government and Rural Development, Barkhan invites eligible bidders to submit electronic bids for water supply works for 2026, based on Composite Schedule Rates 2023 on a percentage-rate basis. Tender reference: TSE-2627111221303.

Procurement will follow the Balochistan Public Procurement Rules 2014 through the single-stage, two-envelope bidding procedure. Only electronic bids will be accepted; physical bids are not required. Registration with the BPPRA Government of Balochistan Electronic Public Procurement System is mandatory for all bidders in government procurements, whether submission is electronic or manual.

Eligibility: Bidders must be on the Active Taxpayer List, must not be blacklisted by any procuring agency in Pakistan, and must be registered with the Balochistan Revenue Authority. Pakistan Engineering Council registration in category C-5 or above, covering works up to PKR 65 million, is required in the relevant category with specialized codes CE09, EE11(i) for solar, EE11(iii) for solar energy systems, EE11(vii) for wind and solar energy, and EE11(vi) for solar installation.

The bidder must have completed one assignment of a similar nature and demonstrate turnover of at least PKR 31,500,000 in the two preceding years to establish financial capacity. The requirements also include one completed assignment worth 90% of the project's estimated cost during the last two years and one completed assignment worth 80% of the project's estimated cost during the last two years, both verifiable online. Similar work means bore drilling together with solar system installation.

Bidders must submit an affidavit confirming that they have not been involved in litigation with any procuring agency, a comprehensive and workable methodology covering physical and financial activities and targets, and a credit-line certificate from a scheduled bank confirming unconditional credit availability of at least 80% of the project cost.

Bid security: A 3% bid security must accompany the bid in the form of a bank guarantee or deposit at call from a scheduled bank, in the name of the undersigned. Bidders must attach the 3% call deposit receipt required by the Notice Inviting Tender.

Submission deadline: Submit bids electronically through the supplier dashboard by 23 November 2026 at 10:00 AM. All tenders will be opened on the same day at 11:00 AM on the EPPS system.
