Barkhan Local Government Tender for Water Supply Schemes – November 2026

The Assistant Director, Local Government & Rural Development, Barkhan invites electronic bids from eligible bidders for water supply works for the year 2026. Tender reference: TSE-2627111221413. Bidding is on a percentage-rate basis using the Composite Schedule of Rates 2023.

Procurement will be conducted under the Balochistan Public Procurement Rules, 2014, using the Single Stage Two Envelope bidding procedure. Registration with the electronic Public Procurement System of BPPRA, Government of Balochistan, is mandatory for all bidders in government procurements, whether bids are submitted electronically or manually. For this tender, only electronic bids will be accepted; physical submission is not required.

Eligibility and qualification requirements:

• Presence on the Active Taxpayer List and registration with the Balochistan Revenue Authority.
• The firm must not be blacklisted by any procuring agency in Pakistan.
• Completion of one assignment of a similar nature and turnover of at least PKR 31,500,000 in the two preceding consecutive years, demonstrating the firm's financial capacity.
• Registration with the Pakistan Engineering Council in category C-5 or above, up to PKR 65 million, with relevant specialized codes CE09, EE11(i) for solar, EE11(iii) for solar energy systems, EE11(viii) for wind and solar energy, and EE11(vi) for solar installation.
• An affidavit confirming that the bidder has not been involved in litigation with any procuring agency.
• A comprehensive and workable methodology covering physical and financial activities and targets.
• A credit-line certificate from a scheduled bank showing unconditional credit availability of at least 80% of the project cost.
• A call deposit receipt for the required 3% bid security.
• Completion within the last two years of one assignment worth 90% of the project's estimated cost and one assignment worth 70% of the project's estimated cost, both verifiable online. Similar work means bore drilling along with solar system installation.

Bid security: Bids must include security equal to 3% of the estimated cost, in the form of a bank guarantee or deposit at call from a scheduled bank, in the name of the undersigned.
