Barkhan Water Supply Schemes Tender 2026 – Estimated Cost PKR 45 Million

The Assistant Director, Local Government and Rural Development, Barkhan invites eligible bidders to execute water supply works for 2026 on percentage rates based on the Composite Schedule of Rates 2023. Tender reference: TSE-2627111221333.

The combined estimated cost is PKR 45,000,000, with 3% bid security.

Procurement and submission: Procurement will follow the Balochistan Public Procurement Rules 2014, using the Single Stage Two Envelope bidding procedure. Only electronic bids will be accepted; physical submission is not required. Registration with the Balochistan Public Procurement Regulatory Authority's Electronic Public Procurement System is mandatory for all bidders in Government of Balochistan procurements, whether conducted electronically or through manual submission.

Eligibility: Bidders must be on the Active Taxpayer List, must not be blacklisted by any procuring agency in Pakistan, and must hold Balochistan Revenue Authority registration. The bidding firm must have completed one assignment of a similar nature and demonstrate turnover of at least PKR 31,500,000 during the preceding two consecutive years, establishing its financial capacity.

Pakistan Engineering Council registration in category C-5 or above, covering works up to PKR 65 million, is required with the relevant category and specialization codes: CE09, EE11(i) for solar, EE11(iii) for solar energy systems, EE11(viii) for wind and solar energy, and EE11(vi) for solar installation.

Bidders must provide an affidavit confirming that they have not been involved in litigation with any procuring agency. A comprehensive and workable methodology must cover physical and financial activities and complete implementation targets. A credit-line certificate from a scheduled bank must demonstrate unconditional availability of credit equivalent to at least 80% of the project cost.

The bidder must have completed one assignment equivalent to 90% of the estimated project cost within the last two years, verifiable online. Similar work means drilling a bore together with solar system installation.

Bid security: Bids must include security equal to 3% of the estimated cost in the form of a bank guarantee or deposit at call from a scheduled bank, in the name of the undersigned. A 3% call deposit receipt must be attached as required by the Notice Inviting Tender.

Submission deadline: Submit the bid through the EPPS supplier dashboard by 23 November 2026 at 10:00 AM. Tenders will be opened on the same day at 11:00 AM through the EPPS system.
