PGSHF Multan Tender for Mosque Construction

The Punjab Government Servants Housing Foundation Scheme, Multan, invites engineering firms and contractors to participate through the PPRA e-tendering system in the construction of a mosque at its housing scheme. Tender reference: PGSHF/MLT/PD/17042, dated 4 November 2026.

Contractor eligibility: Participating firms must be registered with the Pakistan Engineering Council in category C-4 or above, with relevant codes CE-1, CE-9, CE-10, CE11(vi), CE11(ix), E1, E2, EE-4 and EE-11(vii). A valid, renewed PEC licence for financial year 2026–27 is required. Contractors must also be registered on the Punjab PPRA website at https://ep.punjab.gov.pk/, where registration information and procedures are available.

Bid security: Under the PPRA Rules, 2014, bidders must submit security equal to 5% of the estimated cost through digital online payment via the Punjab e-Procurement System, linked with BOP, in favour of the Project Director, PGSH Scheme, Multan. Physical bid securities, including CDRs, pay orders and demand drafts, will not be accepted.

Performance security: Under Clause 56 of the PPRA Rules, 2014, the lowest evaluated bidder must submit a performance security or guarantee equal to 10% of the contract amount within 15 days of receiving the offer letter, in favour of the Project Director, PGSH Scheme, Multan. Accepted forms are CDR, bank draft, cashier cheque, pay order or bank guarantee. A bank guarantee must remain valid for three months beyond the completion period or extended completion period. Other forms will not be accepted. The 10% performance guarantee is mandatory for every successful bidder, irrespective of the estimated or contract amount.

Pricing and qualification: Bidders must quote an item rate and total amount for each item, together with the grand total of all items in the financial proposal. If an item's total and the grand total differ mathematically, the quoted item rates will govern evaluation. Percentage rates above or below the estimated or DNIT cost will not be accepted, and such bids will be treated as non-responsive. Bidders must carefully examine the bidding documents before submitting their e-bids and attach all documents required for technical qualification. Recovery against the credit for old material will be adjusted manually during bid evaluation.

Submission deadline: Bids must be uploaded to the E-PADS portal at https://eprocure.gov.pk/ on or before 27 November 2026 at 24:00 hours (12:00 AM). The portal does not allow late submissions.

Opening procedure: After uploading their bids, contractors may attend the office of the Project Director, PGSH Scheme, Multan, on 28 November 2026 at 12:30 PM. All responsive bids will be downloaded and bidders' names announced in the presence of the Tender Opening Committee.

The bid validity period is 60 days. Conditional bids will not be accepted. Submission of false information or documents, including CDRs or PEC licences, will result in disqualification and initiation of disciplinary proceedings under the rules. The procuring agency may reject all bids or proposals at any time before acceptance under Clause 35 of the PPRA Rules.
