Municipal Committee Hafizabad E-Bids for Road and Drainage Works 2026–27

The Municipal Committee Hafizabad invites electronic bids under the single-stage, single-envelope procedure for road and drainage works through framework contracts for 2026–27, valid up to 30 June 2027.

Bid security: 5% of the estimated cost.

Eligibility: Eligible, reputable and financially sound firms, contractors and companies must be enlisted with the relevant departments, registered on Punjab E-Procurement, registered with the relevant tax departments for Income Tax, Sales Tax, PRA and Professional Tax where applicable, and registered with the Pakistan Engineering Council in category C6 or above. Each bidder must attach a fresh affidavit confirming that the bidder or firm has neither been blacklisted by PPRA nor is currently involved in litigation.

Procurement will be conducted through the Punjab Procurement Regulatory Authority's e-procurement system. The lowest rates will be accepted through e-procurement after approval from the competent authority. Registration on the Punjab E-Procurement system is required for participation. Bids will be received and opened at the scheduled dates and times in the presence of bidders or their authorized representatives who choose to attend.

Bidders must pay bid security through online banking before uploading their bids on the Punjab E-Procurement system at http://ep.punjab.gov.pk. Bidding documents containing terms, conditions, requirements and specifications can be downloaded before the closing date and time from http://eproc.punjab.gov.pk/ActiveTenders.aspx or https://ep.punjab.gov.pk.

Under Rule 56 of the PPRA Rules 2014, the successful bidder must submit a performance guarantee in accordance with PPRA rules, in the form of a call deposit or bank guarantee from a scheduled bank. The guarantee will be returned after successful completion of the project. Under the Punjab Local Government (Works) Rules 2017, if the lowest bid rates are equal to or less than 5% of the estimated cost, the lowest bidder must deposit additional performance security from a scheduled bank ranging from 5% to 10%.

Quoted rates must be item-wise and clear. Incomplete, ambiguous or unfilled bids will be rejected as non-responsive. Non-responsive, indecipherable, unsigned and unstamped bids will also be rejected. Submission of fake or forged documents will result in disqualification or blacklisting of the contractor or firm.

The procuring agency may reject all bids or proposals at any time before acceptance under Chapter VI, Clause 35 of the PPRA Rules 2014. All other conditions in the bidding documents will form part of the contract and proceedings. The e-procurement process will be governed by the Punjab Procurement Rules 2014, as amended.

The PPRA tender website is http://eproc.punjab.gov.pk/ViewTender.aspx. The response period will be calculated exclusively from the date of publication on the PPRA website. Failure to submit any required document or meet any condition will make the proposal non-responsive.
